Rifle Scopes Help with Mueller APT Scope turret

I am new to precision shooting and have a question on zeroing my scope. I went to the range and was shooting at 100 yards. I eventually shot the following group.

I went home and loosened the screw holding the turret, and rest it to zero on the elevation and windage. After looking at it, I am not sure if I needed to crank the turret all the way before starting to zero. In the picture, you can see that the inner elevation turret is on 2. On the windage, it is set to 6. Is the inner turret supposed to be at zero, just like the outer turret?

By the way, I am using a 20moa base if that matters.
