With as much money as they are spending cleaning up the mess from the homeless, it seems you could almost contract out a trailer park and then toss them all into it.
However I'm sure you can't do that in CA as people apparently have a right to filth up the streets & it would be so horrible to drag them off and tell them to actually live in a habitation that you provide.
On my end, I'm glad my local little city has a zero tolerance policy for homeless folk.

Reminds me of when I was working for BP and we found out that the ‘rebels’ blowing up the Cano Limon pipeline were the same ones we were paying to repair it! I think they encourage and try to model like SF Cal. . Where I live, Frisco CA. resembles like downtown Portland OR. . Has REALLY changed here the last 10 years .
Was coming back home at Sunday 05:30 in the morning and took a route down interstate Ave and Broadway Br. down Broadway to 26 W. to get home . There Is a Huge number of transient homeless tent and sleeping bag along under overpasses and along all the industrial facilities walking and walking, living along the RR-tracks by Willamette river . Then getting into downtown was amazed at the trash and shit in streets. people, homeless laying on sidewalks , with mental crazies drunk or drugged screaming on the street corners .
My respect for LE having to working driving graveyard shift in Portland in those area's .

Time to get the local fire departments to start driving around with their pumper trucks,,, spraying "full force" at any transients standing around, and all tent-cities. Full stream from a 2 1/2" line is a bit of a "dissuade'r" to being there. Flush the fuckers out.

I don't know of any place in the Bill of Rights where it says that you "have the right to be uncivilized".... or wording to the same effect.
