They also have to take into account existing military forces within each State. Although we fucking hate CA they do have Pendleton, Coronado, San Diego, 29 Palms, etc etc. You're comment about electricity though brings a good point. States like WA & CA provide a LOT of power to the rest of the state. Then there's the issue of fossil fuels and the pipeline States that could cut the supplies.
