Saw this years ago. It has haunted me ever since. That poor officer was so untrained or unfit for the job that he didn't stand a chance. He did everything he possibly could have done WRONG. I'm not on the job, but this one doesn't even appear close to me. He just seemed too afraid to shoot even to save his own life, and by the time he did he was too late and WAY outclassed and outgunned. M1 Carbine with combat experience behind it vs. (probably) 9mm handgun with someone who appears to have only barely qualified with it - no chance. He had SO many opportunities to have prevented this. The first time I saw it I was yelling, SHOOT HIM, SHOOT HIM, etc. but he just wouldn't. When the perp went back to the truck and pulled the carbine he still was yelling at him, like he thought the guy might somehow comply to put the gun down. STUPID.
The other thing about this video I remember is that I kept thinking that the perp reminded me of someone, especially when he was dancing a jig and singing like a kook, but I couldn't think of who it was. Finally, it came to me who it was I had seen behave like this in interviews...Charles Manson.
