The Cap has slots in it for the standard RR Brake wrench. The center of the cap locks in just like the RR brake. Its perfectly normal and works as it was designed. The cap just doesn't have the purchase area like the Brake does to break it loose after 200 plus rounds.
So a ball point pen or a dowel or something in the thru hole with side pressure applied pops the interface.

Is there no way to machine on slots for a span wrench or something of the sort?

It’s a two piece part with the wrench interface on the outer part. The same issue exists with the RR brake, you have to clean the taper or it can get stuck but of course it’s easier to remove the brake because there’s a lot to grab onto. You could use a spanner wrench and hook into the hole or use the dowel to remove it, it’s not that big of a deal.

There is a second option for an adapter as well that has interchange end caps, da style but with this you’d want to use some rocksett to keep the adapter in place.
