Why don't military and law use stainless actions?

They generally don't, do they? Is it just because of the metal properties in extreme cold and a relatively small price difference?

Do they parkerize and/or Dura/Cera/moly coat the carbon steel receivers inside and out to get more or less equivalent rustproofing (M24 and M40, for instance)? I know you need to maintain your firearm with love and care and Ezox or whatever, but if you are doing a $3k build then why take chances if there is no drawback to buying stainless for an extra $100?
