What is the widest cartridge that you can fit into an SR25 magazine while still having 20 rounds in it.

Also the nickel is more slippery for stripping rounds into the chamber. Chamber can have a golf ball like texture for easy extracting under meltdown. If you'll notice. The .338 Federal or .375 Raptor or .375 RCM has a M43 type profile. Better for reliability under heat then 6.5 Creedmore profile.
 
I'm still not impressed. I'll need to see the optics package and reticle design that was created to maximize this weapons system before believing it's ready for combat roles under 100 meters and out to 600 meters.

I am okay with the 6.5 Creedmore just so long as it has an EXTREMELY weak jacket.

even being charitiable and assuming you add a zero to the end of that budget, you get into a small arms fight you lose. so the correct answer is you take whatever gives you leverage over the biggest powerbloc in the area and work from there.

also you rather convieniently specified the exact bullets for 5.56 and .308 (neither of which have fragmenting or expanding characteristics) but left the choice of creedmoor bullet to me. Given that, I would go for the XM1200 specification, which is identical in construction to M80A1 but will be more effective in controlled fracture effect due to the higher velocity. the slimmer ogive also means it will be accurate to further distances than your proposed projectile, and the sectional density means that the tool steel penetrator has a better chance of making it through more obstacles.
