Virginia Gun Control Updates

The dems did away with preemption as of 7/1 and now localities are passing their own gun laws. Ex. Alexandria, VA recently banned the possession of firearms on publicly owned property and at all permitted events to include adjacent streets. Violation is a class 1 misdemeanor which carries max penalty of 12mo in jail and $2500 fine.

VA gun owners will now need to navigate the labyrinth of local gun laws in order to try to obey the law as more dem strongholds pass these laws. What is legal in your county may land you in jail in the county next door.

So, how does that work? We either have the 2A or we don’t. And I thought navigating state reciprocity laws was bad enough, now you are talking about county to county within one state. Me thinks that needs to be challenged real quick.

The Virginia anti-gun Democrat leadership is trying desperately to suppress VCDL's Lobby Day in 2021 - but they won't succeed. Lobby Day this year will be more eye-popping than last year and you will be warmer to boot!

The Governor and the Democrats that control the General Assembly really, really don't want another massive VCDL Lobby Day and rally on January 18, 2021, so games are being played to silence us.

VCDL was told years ago that an application to use the Bell Tower for an event more than six months out would not even be accepted. We have followed that rule, booked six months out, and gotten the 11 am slot for 17 years. This year, when we applied exactly six months out, we were told that the 11 am slot was already booked! In fact, every slot was filled except the 6 am and 6 pm slots.

How was that even possible? We had booked right at the six month mark.

We got a copy of a Freedom of Information Act (FOIA) document containing the applications that had been accepted by the Department of General Services (DGS) for Lobby Day on January 18, 2021. Lo and behold - the 11am slot had been requested by Andrew Goddard and Lori Haas with the Virginia Center For Public Safety (a gun-control group with ties to Michael Bloomberg). Here's the kicker - DGS accepted the application, which had been filed OVER A YEAR IN ADVANCE (January 14, 2020)! That was even before the VCDL's 2020 Lobby Day event!

If Lori Haas's name sounds familiar, she's the paid gun-control lobbyist who the Democrats put on the supposedly non-partisan Crime Commission a few months ago, destroying the Commission's credibility on any gun-related items.

The other slots were taken by the following organizations (note the dates the applications were submitted - all self-proclaimed progressive organizations, all magically within a few days of Goddard's application, and all before VCDL's Lobby Day 2020!):

9 am: Care in Action. Applied on January 17, 2020.
1 pm: Progress Virginia (another gun-control rally). Applied on January 17, 2020.
3 pm: New Virginia Majority. Applied on January 19, 2020.

DGS's own rules say they will grant the venues to the first applicant with a valid application. That would have made VCDL the first valid applicant for the 11 am slot (or any of the slots for that matter). But that's not what is being done.

And that's not all: notification of who has actually gotten the slots won't be known until mid-December, making planning for such an event very difficult.

A new set of rules is in the process of being passed, which will allow DGS to postpone the event if the Governor or the General Assembly decides they want to use the grounds at that time. So, the day before Lobby Day, DGS could decide that some Senator needs to use the Bell Tower for one of his events and VCDL's event will be cancelled and moved to some other date. Also, If more than the maximum number of people show up for an event, it can be cancelled. I kid you not. Proposed changes can be seen here.

And then there are all the COVID-19 games that can be played by the Governor, as well as the House holding their session virtually in 2021.


If the Governor and the Democrats in the General Assembly want to play games in order to suppress our right to free speech, then we'll play a game of our own: it's called #Rolling4the2A, and this they can't stop.

You may have heard of the annual "Rolling Thunder" event in DC and the massive "Trump Trains" recently. Both involve hundreds of vehicles with flags and signs traveling together to express support for a cause.

VCDL is going to do that on January 18, but on steroids!

VCDL's lobbying effort on January 18 is going to consist of thousands of vehicles in four major caravans coming from the corners of the state and all of them headed to Richmond! We will post the times the various caravans should be passing key locations so those along the routes can join the caravans as it passes by their area.

The four major caravans will all flood into the Richmond area over a 4 hour period in the afternoon and will pass through the center of Richmond, near wherever the Senate is meeting.

We will have flags and magnetic signs for all the vehicles which are taking part in this event, so everyone watching the seemingly never-ending flow of vehicles will have no doubt about the mission of those vehicles.

We are already planning on how to cover and coordinate this event over social media, including having guest speakers live-streaming and allowing everyone to know where the various caravans are located as they move across the state.

Obviously we want as many vehicles as possible in each caravan, but we are looking at having some "decked-out" buses ("wrapped" with pro-gun messages) for those who simply cannot drive, but still want to be part of this incredible event.

As a bonus, you can stay armed, you can stay warm and/or dry in your vehicle, and no worries about finding a place to park!

This is going to be SOOOO cool. Yes, there will be a lot of driving from some of you, but it will be worth it. The message we will be sending will be heard not only in Richmond, but in the whole state, and across the country!


What if I want to park my vehicle and walk around Richmond armed?

While VCDL is not holding an event in Richmond, you are certainly allowed to park your car and walk around the City armed if you wish. Carry signs if you wish, too. The Richmond ordinance banning guns at a permitted event only applies if:

1. It is a permitted event or should have been a permitted event - you walking around Richmond is neither. Regardless of how many people decide to do so at the same time, it is irrelevant as long as they are not doing it as some kind of a coordinated effort
2. There must be "no guns" signs posted by the City and they can only post those signs temporarily for permitted events.

NOTES IF YOU ARE CARRYING A RIFLE OR A HANDGUN:

If you are planning to travel with a rifle or a handgun, either as a resident or a non-resident, please ensure you are aware of the applicable gun-laws. The Virginia State Police website has some good information on transporting firearms (https://www.vsp.virginia.gov/Firearms_Transporting.shtm).

For those with 'scary' black rifles or with certain handguns, please maintain awareness of Virginia code 18.2-287.4 "Carrying loaded firearms in public areas prohibited" found at https://law.lis.virginia.gov/vacode/title18.2/chapter7/section18.2-287.4/. Basically, if you are planning to carry a loaded, center-fire rifle or handgun with a threaded barrel, a folding stock (rifle only), or with a magazine in the gun that holds MORE than 20 rounds in Richmond, you must have a valid concealed handgun permit (all non-resident concealed carry permits are honored by Virginia).

Except as specified in the previous paragraph, open carry of a long gun or a handgun does not require a permit in Virginia. If you have a permit, only handguns can be carried concealed, NOT long guns.

Some have wondered if Lobby Day would be canceled or changed due to the events at the U.S. Capitol back on January 6. The answer is no. Lobby Day is on track for next Monday, January 18. Lobby Day in 2021 is like all our other previous Lobby Days - we are peacefully lobbying to protect our rights, we are not protesting anything. There are times and places for protests, but Lobby Day is not one of them.

We cannot cancel our events every time the rumor mill starts talking about possible problems caused by provocateurs. If we did, we would have no more events and no voice in the fight to protect the right to keep and bear arms. Gun grabbers would make sure there would always be some "threat" to shut down our events.

Right on queue there are reports that all 50 states could have armed protesters over the election, with some potentially creating violence at their capitols. Luckily for us, we aren't protesting, the Capitol is closed anyway, and we are just driving through.

I'm sure you remember all the threats that were supposedly going to happen at last year's Lobby Day. We were told by various sources that Antifa, white supremacists, the government, and anarchists, were all planning to disrupt the event with violence. We were told by various pundits that we were being put into a cage to be slaughtered, like buffalos herded to a cliff. The Governor declared a state of emergency, banned guns on Capitol Square, caged in the Capitol Square and required screening of all individuals entering the cage, brought in loads of police from across the state, and even had a "no fly zone" over Richmond. Many called for VCDL to cancel that Lobby Day due to the potential for violence.

We didn't cancel. Gun owners showed up in huge numbers - over 50,000 attended. Lobby Day went off without a hitch, with so many telling me that was one of the best events they had ever been to. The patriotism and camaraderie that day was wonderful and the magnitude of the event shook up the General Assembly and helped VCDL kill most of the gun-control bills, including bans on semi-automatic rifles. The gun-control bills that passed were greatly watered down.

Could something potentially happen? Sure. That's always true. But liberty and freedom are worth the risk. There should be plenty of police to deal with anyone committing an act of violence.

Here are some key points about Lobby Day 2021:
  • VCDL is peacefully lobbying the General Assembly to protect our gun rights. Wearenotprotesting anything that day
  • Vehicles should be clearly marked in support of our gun rights. Awards going tobest decked-out vehicles
  • VCDL has a hotline to the Virginia State Police, Richmond Police, and Capitol Police, should we need tocontact each other, just like in the past. VCDL has a great working relationship with law enforcement andwe expect they will be every bit as professional this year as they were last year
  • VCDL will have a command center to help coordinate the caravans, live streamspeakers and information to your smart phones, and provide electronic mapsshowing the current location of the caravans so that you can merge in as theypass your location
  • FRS, GMRS, and HAM radio frequencies will be announced for communicationbetween vehicles in the caravans. HAMs will be helping us to automatically trackthe sub-caravans, too. (HUGEresponse from HAMs when the call went out forhelp with Lobby Day!)
  • If you have a dash cam, leave it on to document the trip
  • Be a citizen journalist. When Lobby Day is over send us your best photos and/orvideos. We will use some of them to create an electronic photo-album on LobbyDay 2021
  • While we encourage everyone to stay in the caravan, if you decide to walk aroundRichmond: 1) don't block sidewalks or streets and 2) be aware that some of thestreets surrounding the Capitol may be gun-free zones if an event is happening atthe Capitol. In that case, there will be signs and if the police notice you have afirearm, they will advise you to move outside the event perimeter. Just comply andthings will go smoothly.

The Hampton main-caravan is going to start at Parking Lot "D" of the Hampton Coliseum at 11:30 AM on January 18.

The NRA is also the oldest and most established so name recognition goes a long way. Unless they do a 180 I don't see them continuing to be such. Other national organizations like the GOA ect, will more than likely over take their top spot and hopefully won't screw it up like the current leadership has.

GOA must have come a long way since 2015. I looked at their 990 and wasn't impressed. $2m in gross receipts, nearly a million in salaries and only $54k on legal fees under program expenses. Hoping they had a few in house attorneys on payroll. It looks like the overwhelming majority of their program expenses went towards awareness. Not a fan of that strategy.

I'm not dressing my car up and think a "drive-by" is pointless. HOWEVER, I will certainly go if this is an on-foot, on the Square operation, letting those politicians know they work for us and we demand they defend our rights. I was planning on going in the morning, with my dog, and then going along to a hardwood lumber yard out in Powhatan, really looking forward to it. I found last year's go an amazing event where I got to interact with some of the best citizens of this great Commonwealth, letting me know I'm not alone in this defense of individual liberty.

There is no organized rally at the capitol on 1/18/20 - but that doesn't mean that there will not be people there.

While the VCDL was denied a permit to hold the rally this year - ALL permits have now been canceled - even the anti-gun ones.

CBS 6 news said, "Permits for the annual 'Lobby Day' on the Capitol grounds, set for Monday, have been canceled because of the potential for civil unrest."

That is totally misleading.

VCDL's Lobby Day IS happening on Monday. NOTHING HAS CHANGED.

What CBS was referring to was that the gun-control groups who were going to hold a rally at the Bell Tower have had their permits canceled. As you know, VCDL did not get a permit for the Bell Tower this year and we are having a rolling caravan instead.

And because those rallies are canceled, any of the "no guns" signs on the streets around the Capitol are now not applicable!

NEWS RELEASE: RICHMOND – In preparation for possible demonstrations around Richmond over the next week, and in light of the civil unrest in the nation’s capital on Jan. 6, the Department of General Services is implementing precautionary measures to protect the employees, visitors, buildings and grounds at historic Capitol Square.

DGS will implement the following changes:

Capitol Square will be closed Thursday, Jan. 14, through at least Thursday, Jan. 21.
Steps will be taken to enhance security for critical infrastructure, including installing additional fencing and fortifying buildings in and adjacent to Capitol Square, beginning Wednesday, Jan. 13.
Access to all DGS-controlled buildings will be restricted from Saturday, Jan. 16 through Thursday, Jan. 21.

The move comes after an FBI bulletin about “armed protests” planned for all 50 state capitals in the days leading up to the inauguration.

At least one pro-gun group, the Virginia Citizens Defense League, is planning to protest on Lobby Day but emphasize it will be a peaceful demonstration.

Gun grabbers would make sure there would always be some "threat" to shut down our events.

Right on queue there are reports that all 50 states could have armed protesters over the election, with some potentially creating violence at their capitols. Luckily for us, we aren't protesting, the Capitol is closed anyway, and we are just driving through.

I'm sure you remember all the threats that were supposedly going to happen at last year's Lobby Day. We were told by various sources that Antifa, white supremacists, the government, and anarchists, were all planning to disrupt the event with violence. We were told by various pundits that we were being put into a cage to be slaughtered, like buffalos herded to a cliff. The Governor declared a state of emergency, banned guns on Capitol Square, caged in the Capitol Square and required screening of all individuals entering the cage, brought in loads of police from across the state, and even had a "no fly zone" over Richmond. Many called for VCDL to cancel that Lobby Day due to the potential for violence.

We didn't cancel. Gun owners showed up in huge numbers - over 50,000 attended. Lobby Day went off without a hitch, with so many telling me that was one of the best events they had ever been to. The patriotism and camaraderie that day was wonderful and the magnitude of the event shook up the General Assembly and helped VCDL kill most of the gun-control bills, including bans on semi-automatic rifles. The gun-control bills that passed were greatly watered down.

Could something potentially happen? Sure. That's always true. But liberty and freedom are worth the risk. There should be plenty of police to deal with anyone committing an act of violence.

Here are some key points about Lobby Day 2021:

VCDL is peacefully lobbying the General Assembly to protect our gun rights. Wearenotprotesting anything that day
Vehicles should be clearly marked in support of our gun rights. Awards going tobest decked-out vehicles
VCDL has a hotline to the Virginia State Police, Richmond Police, and Capitol Police, should we need tocontact each other, just like in the past. VCDL has a great working relationship with law enforcement andwe expect they will be every bit as professional this year as they were last year
VCDL will have a command center to help coordinate the caravans, live streamspeakers and information to your smart phones, and provide electronic mapsshowing the current location of the caravans so that you can merge in as theypass your location
FRS, GMRS, and HAM radio frequencies will be announced for communicationbetween vehicles in the caravans. HAMs will be helping us to automatically trackthe sub-caravans, too. (HUGEresponse from HAMs when the call went out forhelp with Lobby Day!)
If you have a dash cam, leave it on to document the trip
Be a citizen journalist. When Lobby Day is over send us your best photos and/orvideos. We will use some of them to create an electronic photo-album on LobbyDay 2021
While we encourage everyone to stay in the caravan, if you decide to walk aroundRichmond: 1) don't block sidewalks or streets and 2) be aware that some of thestreets surrounding the Capitol may be gun-free zones if an event is happening atthe Capitol. In that case, there will be signs and if the police notice you have afirearm, they will advise you to move outside the event perimeter. Just comply andthings will go smoothly.

So I have a question about the upcoming Lobby Day and maybe someone on here can help (and help other folks too):

Is the Lobby Day this year like last year's, e.g. big rally around the Capitol Square?

I keep hearing about this "drive-by" and "awards for best dressed car" .... ????

I'm not dressing my car up and think a "drive-by" is pointless. HOWEVER, I will certainly go if this is an on-foot, on the Square operation, letting those politicians know they work for us and we demand they defend our rights. I was planning on going in the morning, with my dog, and then going along to a hardwood lumber yard out in Powhatan, really looking forward to it. I found last year's go an amazing event where I got to interact with some of the best citizens of this great Commonwealth, letting me know I'm not alone in this defense of individual liberty.

CBS 6 news said, "Permits for the annual 'Lobby Day' on the Capitol grounds, set for Monday, have been canceled because of the potential for civil unrest."

That is totally misleading.

VCDL's Lobby Day IS happening on Monday. NOTHING HAS CHANGED.

What CBS was referring to was that the gun-control groups who were going to hold a rally at the Bell Tower have had their permits canceled. As you know, VCDL did not get a permit for the Bell Tower this year and we are having a rolling caravan instead.

And because those rallies are canceled, any of the "no guns" signs on the streets around the Capitol are now not applicable!

Are we looking at police and/or Nat Guard actively denying our presence? Or is that not known yet either? I'm not a 'protester' or 'rioter'; I am a citizen (and former VNG vet) and have no desire in being involved in any activity that has a kinetic element (will leave that to the hippies).

Sorry guys, I am still confused (perhaps my normal state anyway)...

No, the answer is that the car rally is still on. There never was a VCDL Lobby Day rally scheduled at the Capitol this year. The VCDL car caravan is still happening.
 
SEE!!! Governor "Black Face" Northam (unintentionally) did Virginia 2A advocates a favor. We would have had our rally cancelled and would be scrambling to put something together. Schadenfreude and/or serendipity?

The tracking will help those in sub-caravans, as well as individual vehicles, to time merging with a passing main-caravan. For merging with sub-caravans, see item #5. "Radio frequencies for connecting with Lobby Day main-caravans and sub-caravans".

If a sub-caravan is more than 10 minutes late passing your location and you can't communicate with the caravan (see item #5), then start your drive to Richmond following the routes VCDL has provided. You should be able to track the main caravan using the URLs provided above. If you don't have a smart phone or iPad, etc., then head for Richmond if the main-caravan is more than 20 minutes late.

NOTE on VCDL flags, etc: starting points and many waypoints will have a person distributing flags, signs, magnets, and stickers, but not all of them. If you haven't got any of the VCDL items yet, then put your own pro-gun decorations on your vehicles just in case there are no VCDL items available at your waypoint. If you have two flags on your vehicle and someone doesn't have any decoration, you might consider offering them one of your flags.

4. Important notes for those who might decide to be on foot on Lobby Day


As you probably are aware, there are "No guns" signs on certain parts of Richmond streets with tiny print indicating that the signs don't apply unless there is a permitted event happening nearby or there is an event that should have been permitted happening nearby.

We don't know of any events that will be happening in Richmond on Monday, but if enough people accumulate in an area with such signs, it could be construed as an "event" and then the signs will be applicable.

THAT SAID, if there is an "event" going on near a posted area, the Richmond police will advise you to leave that area and to move to another location. Don't argue, simply comply and move. That should be the end of it. Most of Richmond is sign-free.

So if you walk into an area with signs and are visibly armed, you may or may not be asked to leave. [sigh] If "unconstitutional laws" was in the dictionary, Richmond's gun-ban at events would be the perfect example.


5. Radio frequencies for connecting with Lobby Day main-caravans and sub-caravans


Anyone wishing to contact the VCDL Lobby Day Caravans to wish them well on their trip, or to coordinated joining in, may contact them via FRS CH3/3 (462.6125 MHz /PL Tone 74.4 Hz).

Licensed amateur operators (Hams) may utilize 147.555 MHZ with no PL Tone or 445.9625 PL Tone of 167.9 for both transmit and receive. You may also track the location of the main and sub caravans on the APRS.fi website by looking for stations with the comment “VCDL CARAVAN TO LOBBY DAY!” Please understand that not every caravan will be capable of communicating on every listed frequency.

The Virginia Commonwealth University police chief asked me to remind everyone in the caravans that the Medical College of Virginia (MVC) is an active hospital on Broad Street that frequently has emergency vehicles arriving there. Please keep an eye out for ambulances and move out of their way as soon as possible.


12. Note for those leaving from Hampton

I recon'd the Hampton starting location. That parking lot is ideal. It's better to come in on Convention Center Blvd which is off Armistead Ave. Some of the entrances to the Convention Center & Coliseum parking lots are usually gated off. Convention Center Blvd is not. Those not familiar with Hampton mostly assume you can just get into the Coliseum parking lot easily from Mercury Blvd / Coliseum Drive. But that's not always the case.

So I was on my way to Powhatan yesterday to pick up some hardwood lumber and decided to swing by Richmond. Lots of cars flagging VCDL flags and such, but not really much of a presence, at least compared to last year. Not the same feel or energy. The Capitol Grounds was a fortress of police.

Damn COVID and low morale (trashed at polls, again and again).

Maybe someone on here had different experience on yesterday...
