Because it will see use on a .22LR I would go with the ZCO over the TT for some of the closer shots which I'm sure there will be a few. if you know that all shots will be 50 yds + then you're back to a coin flip. If you cant see something clearly 30 yards away then that optic is a non-starter.
No he didnt, he is talking about changing rate of twist. Like spinning a magic knob on your barrel that would tune it from 1:9 to 1:8.1. I doubt anyone disagrees that the best way to affect stability is rate of twist. However, once you've already got gun in hand, that option is out the window...
I've got a Weaver aluminum 20 MA base that has a recoil lug that wasn't expensive. I've been happy with it but I'm not playing musical scopes and rings and bases.
Savage makes a factory .338 Lapua that you could throw into a chassis. Of course you could go with one of the premium actions and premium barrels and drop that into an action too. You didn't mention desired price ceiling.
