The libs in Maine made a law requiring "Ranked Choice Voting".
It was pretty much Portland and the cities that went for this mess after Gov LePage got in.
What it requires is that when you vote you vote 1, 2, 3, 4 based on your preference on the ballot.
If no candidate on the first vote gets more than 50% they erase the person that came in last than look at the votes in second preference and so forth until someone gets over 50% and that candidate becomes the winner.
So Bruce Paloquin (R) won the first vote at like 48% by more than 2000 votes over the similar percentage democrat.
Because no one had ove 50% they looked at "ranked choice" and the democrat Golden ended up winning on the second vote.
