So, long story short, I submitted an e-Form 1 last July (on the 8th) prior to the 41F deadline. The submission on the ATF website seemed to take some time, but I saw that they hit my bank account for the $200 tax prior to the deadline, so I figured it was no big deal. Figuring that they had been flooded with applications, I waited until the end of the month (July of 2016) to check on the status of my Form 1.

Lo and behold, I see that the application looks like it was never finalized/submitted... and by that time, obviously, the 41F deadline had passed. FUCK. So, many (unreturned) calls to the ATF later, and I finally got in touch with someone who could help... and my Form 1 was submitted under the pre-41F rules on 01AUG16. It turns out that because the payment wasn't processed within 24 hours of Form 1 submittal, it was put into a sort of limbo status... but because the lady that I spoke with at ATF (her name unfortunately escapes me) could clearly see the history of my submission and could see the dates in it, she was willing to grandfather my application.

Anyhoo, I just received notification that my application was approved... and given that it was submitted 2 weeks post 41F, I figure that there's a chance that it may be the last one. By my reckoning, that status in conjunction with a $5 bill will get me a cup of coffee at Starbucks. Go me.

I submitted a standard form one in the beginning of January.
I called a couple of weeks ago and was told they are 11 months behind, so you're probably right, they are now working the post 41F apps.
She told me to call back in a couple of months to check status again.

Same thing happened to pretty much every form 1 efile in the last week before the deadline. I filed 2 on July 6, 2016 and they went to pending about a month later. I never nagged the ATF about it and it must have worked out because they both got approved a couple weeks ago.
