There are no sovereign governments anymore. On the surface sure. But as you watch the tentacles of the baby beast move, it becomes apparent all governments bow to where the money leads. The show of national interaction and conflict is left in place for the benefit of people until such time they can be convinced under the guise of peace and safety that there are no other options aside from a centralized global government.

A pyramid of power if you will, it's existence on a need to know basis that even the middle managers (elected officials and dictators) may not be aware fully exists.

If those observations aren't 100% accurate.. then they are very close to the truth.
