A least from what I read, they are making it sound like they are conserving resources for those tin the population that need it the most, as opposed to acknowledging any harm or alterations of risk vs. benefit ratio that would make the vaccine unfavorable.

What do you do with a child like that? You can't hurt him or kill him, no matter how much he deserves it. Send him to detention? That may only make him worse. As a father of 4 with 3 boys, I wouldn't know what to do.

I guess the parents needed to do something long before it got to this level.

The parents have fostered that behavior for 12 years. There is no easy way to correct this (if it can be corrected at all). I bet when the kid was doing this to other people they would deny it and say "not my child." They'll probably call the police and expect them to fix it in 15 minutes.
