The reason for a larger magazine envelope in a centerfire sized receiver is to properly handle feed timing. It has been proven in many instances that small form factor 22LR magazines have been unreliable in a receiver diameter of 1.350". This is why Remington was not successful at making a reliable 40X Rimfire repeater.

The issue with mag blocks and accepting any magazine is, too much variation. We've all seen what has happened with so many variations of DBMs and Chassis Systems since the Accuracy International AICS Chassis. And that's with one magazine style. Now add a mag block and increase the number of magazines and the variables or a horrible thing to deal with.

For any 1.350" receiver diameter that I do for a 22LR, the magazine envelope will always be AICS.

IV. Multiple US Presidents have literally been on Soviet or Russian payroll, along with the rising Chinese bribing programs, regardless of political party affiliation. Guess who obstructed Congress from investigating the real perpetrators of 9/11?

ETA: the revisions to CHPA coming out of committee amount to essentially the same thing as your referenced HR6352. It looks to reduce the cost to consumers. Thus satisfying those that want to keep them on the NFA, like say SC. And also satisfying those congressmen that would just like to get the pressure off of them from their constituents.

This compromise would likely accomplish both those things while pretty much keeping the status quo in DC and satisfying the huge lobbying groups from both sides.
