ATACR 4-16 will be by far the best. The SHV f1 will probably be the best value. If you're really concerned about having some sort of close up capability then add an offset reddot to it.
The mark 4s are nice scopes. Very durable. 1500 yards is probably the very limits of x14 though. The rule of thumb I've always heard is about x1 mag per 100 yards. Unless it's paper targets. Then more mag the better :)
That's really good. generally I see them hover around 2500 for a good deal. All time lowest I've seen is 2070 on opticsplanet. That's after a 15% off coupon though. Theoretically you could stack that even further to 2007 if you have a personal affiliate link.

If properly designed and manufactured, shouldn't vertically split rings work the same as standard rings? You're just rotating the mounting 90 degrees. I doubt 25 in/lb would warp any decent quality scope tube. Unless the discussion is regarding a specific type of vertically split rings? Because...
I could probably do almost everything I'm currently doing on a mildot fixed 10 power with no illumination as long as the turrets tracked properly and have enough travel. That said, I have a $3000 scope with a horus reticle on my rifle.

It's a great usable clutter free reticle. Some people might prefer specific features it doesn't have, like floating center dots, more detailed mil marks etc. If you want to do wind+distance holdoffs together it'll be more difficult than with a complex reticle. The P4FL is the one you see most...
Off the top of my head, Nightforce has scopes that can be had in the 750-1200 range and they're rock solid. SWFA has scopes from 280-1500 and they're solid across the board.
If a customer buys a company's low-mid end scope and has nothing but problems with it, they'd be hardly inspired to jump to that same company's high end line.
