New build 700

Allright I know this question has been asked a thousand times before but I am gonna ask anyway.
I want to build or buy a rem. 700 in 308 to reach out to 1000 yards.
I want to try and stay around $1000 w/o glass, with so many variations of the 700 which one do I buy.
Buy a sps? start with an action?

Get an XCR model. If you look, you may be able to find one for about 900 - 1100. It's good to go right away. Down the road, if you want to upgrade the stock, then you can drop it in a Mac, or AICS whatever makes you happy.
