In my observations, check cashing time has been pretty consistent for the most part once the paperwork has actually been put in the mail.
Where I believe the delay/discrepancy is occurring is when we are told the forms have been completed (paperwork, pictures, fingerprints all pulled together and ready to go) vs. when they are actually sent to the ATF by those responsible for forwarding the tax stamp fee and handling the submission.
After that, who the hell knows what the delay is, but the government bank agent is relatively efficient in taking your money. LOL, it's the most efficient operation in the entire process!

There is a bill in the house H.R 5103 that raises the transfer to 500$ also the atf uses a public bank to cash the checks. I forgot which one they just switched to recently. US bank I think?
That bill ought to get shot down real quick. If it doesn't then some pro-gun Republican should introduce a poison pill amendment which puts the background check into NICS.
In other words, if they want to charge us $500 then the suppressor goes through NICS.
If we don't get denied, then we can pick it up in 3 days.

That was last years Congress, there is no hr5103 in the 116th Congress. Also, 116th Congress is the first session so that bill died in the 115th session. I just got sick and tired of the wait (and my dealer) and basically did a lot of research on how the system 'works'. It will help if you have a NRA 'friendly' congressman. My congressman got over $150,000 from the NRA in the last election...so, his staff really helped!
First you (as the tax payer and consumer ) have some options. Or, you can take the waiting period "as is'. It is up to you. If you would like me to walk thought what you have as options/actions I will be more than happy to supply a long post on how to cut the waiting time by being an informed and very polite active party in this entire process.
From the date I took it upon myself to follow up on my application (12/24/2108) to approval (3/3/2019) even with the shut down was less than 90 days. I have the phone calls, emails and documents to prove you as the individual/consumer, can make the system work a little bit better for you. Can anyone complete the process (start to finish) in 90 days...I think not. But, it will not be 300 days if you take an active roll in the process.
As far as the people working at the NFA, after working 'with' them I really think that on the whole they are well intentioned, That being said, the system (i use the term very loosely) in place is totally broken. No first in/first out, everything done with 'batch systems, and no feed back (unless you know the correct questions to ask).

I must be missing something. Was the suppressor ordered by the dealer (on behalf of the customer) from a manufacturer or supplier, and paid for in advance by the customer AND form for completed at the point of sale?
Then was the check for the tax stamp cashed by ATF on 6/4/18?
Then did the dealer get the suppressor on 7/10/18?
If that's the sequence of events then how did the dealer know what the serial number was? Did the supplier let the dealer know what the serial number was prior to shipment?

Yes. When a dealer orders a suppressor or is getting one transferred on a form 3 they already know the serial number and can fill out the paperwork for the form 4 to be sent in. I’ve had it done before with no issues.
I'm not sure on his specific situation but disposed by definition from ATF means it shipped to his dealer.
For instance I order an Osprey 45 through silencershop. Once the form 3 was approved from SS to my dealer in Louisiana, the can was disposed to my dealer. My check was then cashed by the ATF.
