There are lots of good options,but I don't think for the money you can do much better than a Nightforce benchrest in 8x32 or 12x42. If you are patient ,you can find them used for $1100 and at that price you can always get your money back if you decide to sell it.

I think you will be fine shooting 175-180 class bullets in an 11 twist.

As to your barrel, be sure to get a fast enough twist to stabilize the bullet you want to shoot. I personally would get a 7.5 or 8 twist to stabilize the 105-107gr bullets. I think you will find the thinner barrel profile to be plenty of barrel. You may be surprised at how natural a right bolt...

Not needed,in fact I believe Jack Neary in his gun tuning videos states that in their testing it made groups a little worse to to rework the primer pockets.
