I have seekins 34mm 6/4 low rings and bushnell hdmrg2 scope. Anyone with this setup or similar, how tight did you go on the rings? I'm seeing a lot have said 15-20 inch pounds as a standard. Anyone got something different?

Found some federal ammo today, it was 168grn SMK HPBT(there were 3 boxes left) for $36 a box. Also, some PMC 55grn HPBT for $15 a box (there were 25 boxes left). Are these good prices, or not considering the current state of things?
