I've had good luck with Egw bases and Tps rings for a medium cost solution for a non-magnum rifle. I had the Burris xtr rings and did not like them due to their large size.
For your purpose and budget, that's a good choice. I have the 8-32x56 on a 308 for the same use. No idea how tough it is, but I have found no faults with mine considering the $.
Kiwi neutral shoe polish. Have also used olive oil cooking spray that worked well except it left some small air pocket voids in the bedding. Normal non-aerosol olive oil should work great.
